    Tikka has more than 21 years experience in design, construction and project
    management of health care facilities and building services in Western
    Australia with excellent experience in initiating new methods and procedures,
    and in balancing efforts between current and new practices.
    Tikka is very knowledgeable in broad areas in concept planning health care
    facilities, facilities maintenance, energy management, building services
    trouble shooting, building services design and tender documentation. He
    possess an excellent overall knowledge in all facets of hospital building
    services including architectural, hydraulics, fire services, medical gases,
    security, mechanical, electrical, and controls with an excellent skill in
    computer aided three-dimensional walk through design.
    His previous experience includes Plant Engineer at the Perth Brewery and as
    Marine Engineer in large ocean going merchant ships. He is an experienced
    Healthcare facility designer, Project Manager and a Chartered Professional
    Engineer with full membership in the Institution of Engineers Australia.
    Tikka’s current role is not only a healthcare facility designer and project
    manager but also an advisor to Hospital Administrators in engineering and
    building services operations and maintenance.
    He has designed & built a Helipad, operating theatres, PC2 & PC3
    laboratories, ICU wards, Cardiology wards, gamma camera rooms, linear
    accelerator bunkers, MRI facilities, CT scanners, X-ray rooms, Endoscopy
    suites, Procedure rooms, Radio Iodine therapy facilities, Psychiatric wards,
    Trauma wards, Burns wards, Maternity wards, Physiotherapy gymnasiums,
    Out patient departments, Angio-vascular suites, Negative pressure rooms,
    Consulting rooms, Treatment rooms, Central kitchen, Mortuary, Emergency
    departments, Disabled patient care facilities and general office areas. On the
    building services side he has installed and commissioned chillers, boilers,
    emergency generators, air handling units, air compressors, vacuum pumps,
    steam sterilizers, heat exchangers and cooling water towers.
    Tikka was the guest speaker for Federation of Sterilizing Research & Advisory
    Council of Australia 1998 National Conference held at Hyatt Regency Hotel.

    Both papers published in Vol.18 No: 1 – March’99 with worldwide circulation.

    1. Design Briefs & Conceptual Design
    1.1 My aim is to solicit information from the client and other representatives to understand their requirements as related to design, operational matters and other special conditions and requirements for the project which will affect the design and project program.
    1.2 The collected information will help me, as the facilities designer, to provide you with proposed responsive design solutions to suit the operational expectations of the client and the end-users of the facility, and to formulate the Design Operating Assumptions, Parameters, Guidelines, and Operational Model.
    1.3 Through a design briefing questionnaire, I will gather the projects and users’ requirements using a disciplined, checklist-based approach using International & Australian standards.
    1.4 In case no end-users are yet to be allocated for the project to answer specific questions, I will take this responsibility by relying on my 31 years of experience as an engineer, of which 23 years in the healthcare field in Western Australia as a hospital engineer, healthcare facilities designer and project manager.













    2. Architectural Medical Planning
    2.1 Operational policies are determined in order to formulate alternative proposals for the physical plan layout. Proposals are then evaluated in terms of functional deficiencies, zoning and departmental relationships, circulation and flow analysis, capacity of support services, and efficacy of proposed communication and data processing systems. Once the spatial configuration of the facility is determined by a selected space program, base drawings of the floor layout plans are prepared.
    2.2 Successful medical planning constitutes the basis of a successful design and is considered a critical element in the process of hospital design. Medical planning takes into consideration the latest revised Australasian Health Facility Guidelines and Australian Standards that need to be incorporated in viable modern hospitals.
    2.3 Offers medical planning services that include the design and programming requirements of the project, concept design, departmental zoning, inter and intra departmental relationship and other medical planning issues.
    2.4 Reviews architectural medical plans prepared by others to ensure their conformity to Australasian Health Facility Guidelines, Australian Standards, Occupational Safety & Health Standards and Building Codes of Australia.










    3. Medical Equipment & FF&E; Floor Plans
    3.1 Upon Finalization of the architectural drawings, shall furnish the layout drawings showing the location and footprints of all major equipment and furniture within each room on a floor by floor basis, to test for space adequacy and efficiency of circulation patterns. The drawings which are usually on a 1:100 Scale will be worked out to indicate all recommended spatial changes.


    4. Integrated Room Data drawings and requirements
    4.1 The integrated room data drawings are considered the communication instrument between the client and the designer to ensure a successful translation of the design brief and medical plans into functional spaces, thus closing the gap between the client’s understanding and the design assumptions of any specific room function and its intended utilisation. The drawings also address mechanical, electrical and finishes requirements for each typical room or space related to facility-specific conditions, thereby establishing the broad engineering guidelines for the project.

    5. Room & Equipment Schedules, Specifications & Cost Estimates
    5.1 Equipment schedules on an item-by-item basis and room-by-room basis are prepared for all fixed equipment and hospital furniture, items planned to be furnished in each room and their respective quantities. Cost estimates are prepared in order to assist in the budget preparation, procurement, delivery scheduling and coordination of equipment installation.

    Technical specifications are also prepared for each piece of equipment. I collaborate with major manufacturers to keep abreast of the latest technical advancements in this important field. Carry out preliminary mechanical plant size estimations, air conditioning and electrical load calculations and fire service requirements.
    6. Healthcare Information & Communication Technology Planning
    6.1 Healthcare Information and communication Technologies became one of the important building blocks of any modern Healthcare Facility. They need to be planned and designed within the overall timetable of a modern Healthcare Facility and to be coordinated with all other disciplines.
    6.2 Information and communication management systems to enhance workflow improve quality of care and reduce medical errors.
    6.3 Coordinate in a coherent integrated manner different IT, operational and medical equipment needs based on the workflow needed, speciality and operation of the facility. I will coordinate requirements, plan and design the different systems including the Hospital information Management System (HIMS) , Radiology Information System (RIS), Laboratory Information system (LIS) ,Picture archiving and communication system (PACS), Nurse call communication system, Wireless clocks system, Telemetry, Telemedicine, Audio Visual, Security System including CCTV, Access control, LAN, Wireless LAN, WAN and VoIP.


    7. Healthcare Interior Design
    7.1 I have developed processes and concepts that improve the environment in healthcare facilities with the aim of accelerating patients’ recovery by evidence based design. Throughout 23 years in the healthcare industry I have created original designs for a wide variety of healthcare facilities including medical suites, medical schools and universities, clinics, and major hospital complexes.



    8. Coordination of Installation & Commissioning
    8.1 If necessary with mutual agreement with the client employ specialised engineers in the different fields. This team will be available to assist the client in the proper approval of installation drawings, installation and testing, commissioning and handing-over process.
    9. Hospital Construction & Project Management
    9.1 Carry out an interrelated construction project management approach whereby in addition to the traditional project management services of monitoring the progress of construction works, ensuring contract adherence, timely completion as per the master time schedule of the complete project, there will be daily site visits for answering any queries of the site supervisors.




    10. Existing Healthcare Facilities Evaluation
    10.1 Can offer existing healthcare facilities the chance to update and upgrade their services, equipment, etc to meet the challenges of the rapidly evolving healthcare field by evaluating the existing facility medical planning, medical equipment, structural works, architectural works, mechanical systems, piped medical gases, electrical systems and hospital management. Then recommend and offer consultancy for carrying out these recommendations with safety, efficiency & flexibility for future alterations as the prime target.
    11. Landscape Design
    11.1 Due to the importance of the full integrated services, I can also provide landscaped designs for its projects cultural and natural environments with the aim to achieve socio-behavioural, environmental and aesthetic outcomes.
    11.2 I apply artistic and scientific principles, creative and technical skills to the deep research, wise planning, artful designs and management of both natural and built environments, in order to unify the project’s spirit with a concern for the conservation of natural, constructed and human resources.
    11.3 Landscape evidence based design resulting environment serves useful, healing, aesthetic, contemporary, safe and enjoyable purposes, to the satisfaction and comfort of the patients.
    11.4 Prepare the concept design which shall include fully coloured site plan, site section and 3-dimensional images. The site plan will show all types of soft landscape design elements (plants) and hard landscape design elements. The site plan will show all the design elements such as walls, external pergolas/pavilions, water feature, vehicular and pedestrian areas and children play zones, car parking, walkways and terraces, sitting areas, gatehouse, boundary walls and all other suggested major design elements.
    12. Mechanical, Electrical, Plumbing Design Services
    12.1 If necessary, with mutual agreement with the client, employ and brief other specialised sub consultants to provide complete design services of other disciplines that include:
