Imdina, MTIn 17 years making websites and working as a professional developer this was one of the worst experiences I have had. He lied about availability and ability from the off set. Almost lost me a good client and used messy code he had copied and pasted from the internet. Then demanded full payment and kicked up a big fuss with pph. Avoid!

Well if you hire someone on hourly basis and after hiring you start telling him about the job description, everyone will charge you. that's should not have been issue for you.
It was your duty to clear everything before hiring, even if you had fixed hours budget for it, you should have made it clear before hiring or starting the job.
