The level of skill is low - the project taken on was above the ability - tasked to create a new design - just resumbitted the design I sent. Gave a timescale which the project needed to be completed and when that passed, a refund was requested and rejected - low quality work was then sent. The original proposal was increased after acceptance and then the work delivered was poor.
