I need an annual report translated from Vietnamese to English

I need the annual report of a Vietnamese financial institution translated from Vietnamese to English. It is 34 pages long, around 19,000 words. However this is in Vietnamese, so the word count is much longer than in English, therefore I am not willing to pay a high per word translation rate.

I need the whole document translated into English. The level of English needs to be excellent, and some experience and understanding of finance, economics, or the Vietnamese economy would be helpful.
