Transcription of news and educational tv programmes

We are in the middle of a project transcribing news and educational programmes, and find that we need extra people to join our team. We are already working with around 30 to 40 transcriptionists sourced via PPH.
We need to follow precise formatting instructions provided, and carry out research via Google to ensure that our transcripts are completely accurate.
Our client will reject transcriptions that do not meet the quality and formatting instructions provided.
As part of our obligation to our client, we need all transcriptionists to complete a 5 minute test piece before joining the project.
The video files are provided in .avi format.
There is a fixed rate £0.64 per video minute. The PPH system doesn't give me the option to state this rate.
The project is due to run unitl about mid-April, and we are currently transcribing around 250 programmes per week.
