I need a project proposal (Concept Paper)

I to propose a partnership to a number of stake holders where by:

1. We want to form a body that should build and develop businesses from scratch using funds solicited from public investors. These investors will invest in exchange of shares in the different businesses of choice and can receive return in form of dividends.
2. The body above will take the oversight role and should have a controlling stake to better do the supervision.
3. According to the proposal we are mainly to use media platforms like TV, radio, and social media to communicate to the public and sensitize about our intentions.
4. The objectives of the projects are mainly to end poverty, encourage local ownership of businesses that drive the economy, encourage local investments, innovation, fight unemployment, increase productivity, and equipping people with the necessary hands on skills.
5. The goals are: End poverty in all its forms everywhere in Uganda among Members, Build a resilient system, promote inclusive and sustainable industrialization and foster innovation, Reduce inequality within and among Ugandans, Ensure sustainable consumption and production patterns etc.
6. This project should be continuous if successful with many more businesses being established after others.
7. The problems to be solved are mainly unemployment and poverty.
8. The sources of income shall be from Members and a fraction of the money contributed by investors as well as contributions from the companies under our surveillance.
