Article on climate change

I need an article for 2,500 words on the following topic “how well does the taxation assist in solving the problem of climate change? Do alternative methods offer a better solution”. I will also need referencing at the end following Harvard referencing system. the article should be in your own words and where you need to use quoted material you need to provide full reference to it.
