Calclulations and references section

We have written a document outlining the costings, evidence and justification for a proposed piece of legislation.
We have a spreadsheet with calcluations and data, and someone has done some basic work to highlight areas of the document that will require explanaition, but there needs to be work done to explain the sources and calculations used for arriving at some of the claims and figures.
This is an URGENT piece of work that needs completing today. The person needs to be comfortable with documents of this type and interpreting the calculations as some of the logic may not be entirely clear as the spreadsheet wasn't created for that purpose.
There is a second document available that references some of the research stats from other academic papers that we cite, and these will need including or flagging where information isn't easy to find.
The area is in allergy, so ideally having experience of academic writing in the health space would be helpful, particularly in benefits/ impact work.
