Academic Grant Writing

I need some help with writing a grant for Uni. The grant is for the National Science Foundation for Science, Technology, Engineering and Maths. I have a template from our co- university which was awarded the grant previously. Some of the writing has already been started but it is non-sufficient. Can you help? Need as soon as possible. There are three files in the zip. One file (Word) and two PDF files. One PDF is the proposal (instruction) and the other PDF is a sample from Townson University. The Word doc is what a colleague started to write but it is not good enough.
