Editing/rewriting/livening up a 4200 word chapter from a biographical book

Hello
I've written a book about the history of my family, and upon final reading have decided that the one of the early chapters is boring. Help!
‘The Fabric of our lives’ is a book where each chapter traces a génération back to the first couple, Sally & Tom, who were part of the rural exodus in yorkshire, leaving sheep farming to work in the mills of the industrial révolution.
The chapter in question is 4200 words. The main problem is that it is not lively enough, and although informative, it clearly needs some warmth injecting into it. Since this chapter is largely 'faction', you have literary freedom to perhaps invent a short scène if you wish to do so. The chapter also suffers from répétition which needs to be edited. You don't need any special 'historical' knowledge to do this.
The chapter may be 4200 word, but not all of it needs binning. Parts can be salvaged. However, the word count cannot move much.
Please note, I only want replies from native English speaking people, people who actually live in England. Please do not reply if you were not born and brought up in England. It just won't work.
There is no great urgency, but it needs to be done within a fortnight or so.
Attached is one of the earlier draft versions. I'll share the final version and the preceding chapter, along with the introduction so that you can get a feeling of tone of voice.
