Content editing

I have written a manuscript. It is 122 pages, 881 paragraphs, 157391 characters with spaces, 2968 lines, 27,968 words. I submitted it to Austin MacCauley. They offered a non-contributing contract. I appealed and said I would send it to a content editor to make it better. They agreed that it was worth re-submitting and felt the story was "a hugely interesting story and one that we would like to reaffirm our ongoing interest in publishing." Actually I sent them my first draft and I have re-worked it several times over since myself, but my goal is to hook the reader and keep them past the first chapter. It's an important story. I know I can find a publisher. I hope I don't have to look past Austin Macauley. I just need to get my manuscript in ship shape before I send it back. What would your fees be? How soon can you complete your content editing? How long do I have to wait?
