Such organization only relies on organic internal recruiting by scouting for talents and observing the youth for years following a discreet model. This what I want this to be about.
What would be a talent scouting program that aims to bring in talents yet by being discreet. How can it nourishers and support those who it finds a potential candidate? Does it provide scholarship without the person knowing? How it can support without any disclosure to those potential candidates that they are being observed for the inner circle?
What are the criteria for the first inclusion ? the 2nd inclusion and the final selection?
And what happens after the selection in terms of career? Consider the place to have a political role that oversees projects that serves purposes of the leadership hence traits such as Trust, Loyalty, Leadership could be criteria.
What about youth who excel in their studies ? is that enough ? perhaps having youth with leading projects or extra activities they are managing out side the class.
Start with an analysis then come up with a program. This is a creative writing but it should but it should practical and comprehensive.
