My sister two months moved into a council property and has serious mould issues from what i believe is rising damp. I am not great at writing but wish to help her by writing a letter to the local council and copy in local councillor, local MP, the local newspaper, environmental health and anyone who will take this seriously.
This is a matter of urgency for myself as it is not only my sister affected by this but my 8-month-old niece and my onboard nephew so any help that you can provide me would be a great help.

Morning Terrance, if you contact environmental health they can come out and confirm whether it is rising damp and whether the place is uninhabitable, they will then take the lead it helping your sister. A letter to all those you mentioned is still a good idea to make them aware of the terrible situation, but I think environmental health would be good first as you will then have the facts of the condition based on their report.
