Wikipedia profile page needed

I have a client who needs a wikipedia page written and submitted by someone who is an expert in this field. His company has a wikipedia page, but we had a profile turned down 9 months ago for being too promotional. Since then he has been awarded an OBE and has had more press coverage. We can supply a biography and work together on locating sources, but I would like someone who knows wikipedia to write the entry and to submit it in the correct way to Wikipedia.

I am happy to discuss a project fee for this as a total fee.
