I need some help converting my notes into a written report

General information for the business: Procurement Consultancy
Industry: Food and Beverage
Legal topic: Contract
Description of legal work: we are doing a contract review for a food distribution contract. We have lots of notes and comments but are struggling to get the time to weave it all together into a nice to read logical document which answers the questions of the client.
Extra notes: This is what we're trying to answer with the reportl:

1. What should company x be doing for company y
Detailed review of contract, schedules and any SLAs
Interrogations of definitions
Understanding of any agreed methods of measuring KPIs etc.

2. What is company x actually doing for company y
Identification of key points in supply chain where measurement is taking place
At these key points ascertain method of measurement and identify any potential flaws
Interrogate construction of results using detailed analysis at these key junctures
Independently test the results using manual, observational or systems techniques
