Website with admin and email send

We need a 3 page website (home-about-form) with a form on the homepage which when filled out creates a page which with a click can send to selected contacts i.e: TRADERS , who then quote on the form and send back the quote which creates a list in the backend , we would then need a customer quote page which can be filled out with the selected trader quotes manually and then with a click of a button send to the customer and then the sent quote will be stored in a quotes folder ,postcard design needed for the trader quote email and customer email , the form will need a image upload and video upload which allows for all formats .
