Website Design & Upload, not templates something individual

I have a logo/letterhead which I would like to try and bring into a website design. Needs to be clean, simple to use. 3-5 pages.
Simple navigation, would like to include a video, a newsletter signup with encryption (so that I do not get spam), live chat facility, links to my distributor business (without loosing them from my site), links to my facebook and linked in page, optimised for certain key words or be able to be found by google and other search engines within a month, to be compatible with all web browsers. I need to be able to add and change as and when required without everything being thrown out of synch. I would like people to stay on the site and find it useful and try and capture their emails - another example may be when they close the page down to have a splash page.... which if they fill in their details will give them some information.... maybe 2 choices ....Do you want to reduce your bills..... or Would you like to reduce your personal tax bill ... if they click yes then it would ask for email and contact info.
Some design for certain boxes and you must be able to upload and get a running site. The content (writing) will be provided by me, but I many need help with the keywords to meet the keyword optimisation criteria above.
Time scale : 2 weeks.
I haven't got a huge budget and don't know whether the £150 is a realistic budget, if it isn't please do not be rude and send emails which might offend as it is not my intention to affend you.
This is a genuine request from a small new startup.
