Webpage with drawing features

I am looking for a software developers who can create a tool which is used at runtime on a website for creating organisation charts with key attributes that are stored in a database.

Similiar to Microsoft Word (2003) when insert a organisation chart and the toolbox assistant.

I imagine there is some animation involved as it needs to be fluid when moved across the web page (in a workspace) or zoomed in or out. and if required to be reloaded (from a saved version) it is rebuilt on screen.

Ultimately, the tool can be used from a website which I may design, and all I expect it just to load via a load command and the functionality will work so its like a plugin.
