Property registration website allowing the public to register their property such as bicycles, mobile phones, laptops/tablets, firearms, etc. in order to protect and eventually recover their property should it be stolen or lost.
There are three components to the site:
Public interface - Allows public registration as a user and ability to register their property (make, model, serial number, upload photos of property). Also, a User dashboard in order to add/edit/delete their property, and mark property as lost/stolen.
Police interface - Allows police officers/agencies the ability to register an account (not User account above). Officer dashboard will be completely separate from Public User dashboard and allow officers to search the property database by serial number. Search results will only display if serial number matches, and will display the full property information including the owner and owner contact information. We do not want officers to have the ability to freely search the database and have access to User's contact information without having the serial number for the property, so without the serial number, the search will return no results.
Admin interface - This is for us and allows us to administer and have access to both Public and Police interfaces, add/edit/delete User & Police accounts, and add/edit/delete any registered property. We also need the ability to make adjustments, for example, a bicycle manufacturer releases a new model of bicycle... we need the ability to add that model of bicycle to the database.

Website and interfaces must be mobile-friendly. For example, if the User is adding property and select to upload photo, this would activate their phone's camera so they can take a picture. If an officer finds an abandoned bicycle on the side of the road, he should be able to easily enter the serial number and get a return listing if the bicycle was entered in the system by the owner.
You will be responsible for setting up/transferring the site on our hosting, domain, etc. and anything that involves so that at project completion we have a 100% functioning and usable website per specifications above and are ready to go live to the public.
Also please note we do not Skype. If you accept the project we have to assume you read all these details, understand the project, and you're ready to get started.
