Create 2 Mobile WordPress Themes - Integrating Chosen Plugins / Frameworks

Experience Level: Expert
We have carefully designed 2 simple mobile WordPress themes. We are now looking for someone who can create wordpress templates for us and integrate all of the plugins and frameworks we've chosen. The themes should be responsive in that they should slightly re-size depending on either the height or width of the screen. Obviously we need these mobile themes to run great within the Apple & Android browsers AND web-views. We will provide the ability for you to test usage in real time on actual devices through an online service called: http://crossbrowsertesting.com.
Here is the list of Plugins and Frameworks we will need implemented. We have extensively researched each one and have purposely chosen solutions that were extensively documented:
----- Theme Options Panel -----
There are a few variables within the templates which we would like to be able to edit quickly and easily from a Theme Options Panel. This is one framework we found but we're not married to it. Basically things we'd want to be able to edit are things like: Main Color, Font (google font) & Background pattern (subtlepatterns.com).

----- Slider -----
We have a license for a responsive WordPress slider called "LayerSlider" which we would like to have implemented into both themes:

----- Two Themes in 1 WordPress -----
We'll need them both to work at the same time using this plugin:

If though for some reason, this plugin complicates things too much and causes issues we are fine with just having to work off of two separate deployments of WordPress (in different directories obviously).
----- Smooth Scrolling w/ Fixed Nav Bars -----
To keep the main nav bars in place for both, we will be using the this basic framework. We have already tested it and found it to work great for what we are looking for:

----- AJAX Page Loading -----
One thing that's really important to us is to have pages load via AJAX in both themes so the menus can be independent and not reload. We would really like to have some kind of indicator that the page is loading somehow - not sure if this is possible but we'd really like it if it is. That way the user knows the page content is just loading. Here is a popular plugin as well as a separate instructional blog that discusses how to implement within a theme:

----- Tab-like Page Loading -----
On the 2nd theme - it would be really cool to have the pages all load starting with the 1st one and then when the other "pages" icons are tapped - the screen slide over to that page as in this example:

This is a new idea which we can research further to see if there is a framework etc that would work good for building this.
----- Icon Within Menus -----
Some of the menus will need to have icons utilizing the "Font Awesome" framework. Here is their WordPress plugin for menus:

----- Theme 1: Menu slide from left -----
For the 1st theme, we would like to utilize this framework to have the menu slide out from the left:

For the 2nd theme, we would like to have the menu slide up from the bottom. This was a JQuery Drawer code snip-it that looks good to us - but we will rely on you to decide the best path:

----- Text: Inner CSS Shadow -----
There are a couple text elements which we'd like to have inner css shadowing on. Here is a place that had a great method for accomplishing this:

----- Setup Amazon S3 CDN + W3 Total Cashe-----
We will sign up for an Amazon S3 CDN account and would need you to set it up fully. We would also need that account to be setup with W3 Total Cashe - which will allow larger assets to automatically be placed on the CDN - thus improving the loading time of the sites:

----- Custom Shortcodes -----
There are a few html elements such as special titles or colored text boxes which we'd like to have custom Shortcodes created using this awesome plugin:
