Viewing and Recording an IP Camera in a Web Based Application

Hi,
Our company got a job where we will set up various IP cameras in various rooms. Then a person would use a computer to access to our software(which is a web based application on a computer server) and through our application, any of the cameras. S/he would also be able to record what s/he is seeing. (The IP camera viewing, recording and our software would work on the same web site.)
We use;
-Microsoft Visual Studio wiith Visual C#
-Our IP cameras' video feed is http://(IP of the camera)/video.mp4 (We need to use mpeg-4 format because we need the audio.)
We are not too tight on how to solve this problem.
- The solution may be writing your own codes.
- The solution may be using SDKs such as VisioForge and Viscom. But both of them seems to be designed for windows forms, NOT web based applications.
- The solution may be integrating flash media player or silverlight to our web based application. But they seem to NOT accept the stream format of our cameras.
We are willing to ease the problem if it fits your solution.
- We may change our camera to a h-264 streaming IP camera.
- We may buy certain SDKs.
