Urgent help needed with .NET/Visual Studio 2.5 CMS site

Experience Level: Intermediate
Due to my freelancer having to leave unexpectedly for a family emergency I am looking for someone urgently to cost and fulfill a project I am already involved in.
I will try and outline the requirements for this project, please bear with me my web knowledge extends to creating static html sites so .Net is an area that I am not familiar with.
I was originally asked by the client to look at the design only for www.plexuslaw.co.uk as they weren't happy with the look and feel of their new site. I initially provided 4 possible routes (design concepts) based on a review of the Plexus website and Route 1 is the chosen preferred option. However they now wish me to achieve the following:
1. Convert the existing site to the route 1 design.
2. Styling and converting all the other (Homepage and Services page mocked up to date) pages on the site.
3. Cascade the style changes adopted for the Plexus site across the remaining 5 other sites (see word doc attached)
4. Assist with sourcing graphics/images that are in keeping with the revisions to the website layout (we can do this part)
5. Develop a series of style sheets to act as a guide for any future developments
My freelancer who had a look at their site felt it should be possible to create new CSS to change most of the look and feel of the site. This he felt would address 80% of the problem with the usual 20% tweaking on mark up. He asked me to see if I could obtain their files so we could set up a local environment to test this theory and enable me to give them a price for fulfilling the new brief. They agreed to put the database files on a DVD and post to us and have advised that their system is .net with visual studio 2.5.
Firstly I would express that we are still only at the stage of scoping this project out and costing the work and firstly need advise as to whether the initial thoughts are indeed possible. Therefore the first part will be speculative until they approve the cost. I would say I currently stand a 90% chance of getting the work so it is worth me trying to achieve this. I am going to need someone not only with this type of software and server environment to do the work but also someone who is fairly local and might be able to attend meetings or be around for conference calls etc. I have the files on DVD here now and need to get them a price asap. Please do not hesitate to contact me with any questions you might have.
