PHP Master Details page, with iOS push notifications...

Experience Level: Intermediate
We require a PHP page were the customer can enter teacher class info, and associated ,1 or more, students info for each class. Then based on changes at either the class or student level, it will then send a push notification to our iPhone application (currently in development) with details of what has changed. Our iPhone app will then take pushed info and process it accordingly.
As stated, the app is still in development and will be available for release, as soon as the page is ready. Currently I am using an XML file to store class (location/time etc ) and student info. I can supply some sample data, but I'd like the page to be flexible enough to to swap out the XML file for a MySQL database down the line, should the app prove successful.
Updated : The XML file I currently use, looks like similar to this...
