Need a reorder function & lookup on a SharePoint Online document library view

Re-order Function:
In SharePoint Online we have a Document library that holds all the contracts that cover the holidays we sell online. These contracts are loaded into our system by a team based in Goa and we have a view on the library that identifies those contracts still to be loaded.
We need to be able to instruct the team in Goa, in which order the contracts need to be worked on. In the view I have an order field that the users can amend and the view is sorted on this, however what we require is the ability to amend all the documents in the "To Be Loaded" list automatically. So if a document is added with Order value of '1' then all the other documents shown in this view should be re-ordered accordingly. Similarly if one of the documents has it's order changed from 7 to 2 then all the remaining items should update their order values.
I have attempted to use a couple of apps that are available online, but none have been able to deliver what we require.
Lookup:
Within the same document library we have fields for property, accommodation_Id and destination; we need the ability to pre-populate the accommodation_id and destination fields when the property is selected. The property field is a managed metadata field that users can select the appropriate value from.
I tried to change the accommodation_id to be a lookup field but the fields became to unwieldy and made the document library unusable.
