Developer to fix/improve existing subscriptions & automated email to subscribers

Hi guys, this job is suited to a developer who knows about outbound email campaigns. It may require skills in Python, PHP, APIs, Linux VPS, WordPress, Mailchimp, Mailgun and Facebook apps.
Here are the details of our outbound emails

They look like this

and are generated by Python scripts on our VPS which has only command line access at the moment. The previous developer set it all up on Mailchimp but they blocked us from sending (gambling content) so we kept the mailchimp subscription features and made a webhook from the mailchimp list to a mailgun list and we send from mailgun.
The alerts also get automaticaly tweeted by https://twitter.com/bitedgeco
We recently changed our site domain and the webhook and sending stopped working. The developer who set it up is no longer available.
It might be the best option to fix and improve the current arrangement as it has worked well and been free up to the site's url change. Or it may be the best option to redesign the whole system such as removing Mailchimp from the process and subscribing directly to Mailgun. We will decide that with the successful freelancer.
Assuming we are going to fix and improve the current arrangement these are the tasks
* Change the wording in the Mailgun confirm subscription email and the subsequent subscription confirmed page.
* Enable the webhook that adds subscribers from the Mailchimp list to the Mailgun list.

* Enable subscription from

directly to the Mailgun list (without Mailchimp)
- THEN -
* Enable sending from Mailgun.

If this is done well there will be further work with this email campaign such as improving the template and reporting.
