Small PHP-Built \"Cloud\" Site - 3 Page Site

A \"cloud\" site. You go to the site, and your able to submit a question, a picture, a video, a shout-out, or a quote into the site. Then someone else can go to the site, and can answer the question, like or dislike the video/quote/image/shout-out. It\'s a simple system which people can spend hours on answering questions and liking/disliking things, and at the same time upload media to the site.
It\'s a cloud, completely random, someone could pull some completely random picture, question, video, quote, shout-out, anything.
And someone can put any video, quote, picture, shout-out, question INTO the cloud. A user would visit the site, and they can choose to put something in, or pull stuff out. Then they can choose what they put in, if they choose to pull something out, they can choose a specific type of media, or completely random.
No registration would be required.
To ensure that no nasty things get into the cloud, there would be a quick manual verification process (A separate login for administrators to verify anything submitted before it gets into the cloud)
For videos, the user would submit a YouTube link and the site would automatically set that link up and make it viewable directly from the site. For Image uploading, only direct uploads from the computer would be allowed from only image file extensions (.png, .gif, .jpeg, etc.). For questions and quotes, users would type it and submit it into the site.
A \"Share this on Facebook, Twitter, etc.\" option would be placed below any entry that a user is replying/rating. A \"Report This Image\" would be placed below an image that the user is currently viewing. A \"Report This Video\" would be placed below a video that the user is currently viewing.
The only thing which can be reply-able to is submitted questions. When a user replies to a question, their answer is stored. And when a user views a random question pulled for them, below that question are the last 5 answers.
Remember, the admin panel must be able to verify anything submitted before it is placed in the cloud for others to reply/vote on.
The site front page will have a bar in the top center with options above it to choose what kind of thing you want to submit. As well, a VERY NOTICEABLE button should be placed on the home page, where users can go and view random items from the cloud. Users should have the ability to choose what kind of category they want to view from the cloud, and a \"view all categories\" option
Page One is the main page, visitors are able to submit a question, quote, shout-out, image, or video. Page Two is where users can view random submissions from the cloud (uses are able to choose what category they want to view). And the third page is the admin login to manage pending submissions from page one.
A mini-content management system is needed for the administrator to remove any submissions inside the system if they are later deemed unapproved.
System must be designed/optimized for heavy submissions.
