Opencart - Parsing data from one excel file another

General information for the website: We sell sleeping aid products online
Database management system (DBMS): MySQL
Kind of development: Customization of existing website
Description of requirements/features: I am using opencart where we recently upgraded the store from 1.5.6 to 2.0.1.0
When using a import tool the 2 databases are storing data differently. I've exported the existing users using a export tool which exports the all the data in a XLS file. From the 1.5.6 existing users addresses are store in one column like this:
FILE A:
Address
{"19":{"address_id":"19","customer_id":"19","firstname":"Adam","lastname":"Blackman","company":"","company_id":"","tax_id":"","address_1":"586 Eglinton Avenue East","address_2":"suite 208","postcode":"m4p1p2","city":"Toroto","zone_id":"610","zone":"Ontario","zone_code":"ON","country_id":"38","country":"Canada","iso_code_2":"CA","iso_code_3":"CAN","address_format":"{firstname} {lastname}\r\n{address_1} {address_2}\r\n{city} {zone} \r\n{postcode} {country}"}}
In the new store the users address are stored in different columns e.g

Address 1 Address 2 Address City Address Postcode Address Country Address Zone Custom Field
105 Folkstone Ave Hamilton L9A5K2 Canada Ontario
I need to merge the address data which is all in one column from "File A" into the different columns in "File B"
Preferably someone with experience in parsing data in excel files.
