Website Development

We need to build a website for the promotion of a project supporting Business start ups in an arabic country. This needs to be integrated with an existing site to which we do not have direct access.
I have the following info about this:
 Our client will play the role of a “hosting provider” for this project. They provide the server resources on which the developed project executes. As part of their “hosting package”, they offer an Oracle database that could be used by the web-application for a dynamic website. Nonetheless, they only support Java based projects in their ‘hosting package’. They don’t support .NET, PHP, Python, or any other programming languages.

 When it comes to deployment, the client requires a ‘Change Request’ (CR) when something needs to be done. Hence, instead of the developers creating a database on their own, they create a CR and attach the script. And instead of them deploying an application directly to the server, they create a CR and attach the war file.
We have some outline work completed on the site requirements but need the 'landing page' up and running quickly
