Ruby on Rails or PHP Yii developer required for fresh start to 2012 and beyond

Firstly I would like to say:
I realise that if I make my hired developer feel, that he/she is in a satisfying, productive and lucrative business relationship we'll be able to work together successfully for years which is exactly what I'm looking for on PPH. My intentions are to hire a professional developer I can grow to trust and respect so I'll never need to hire any other developer for development services.
Now for the job:
I have started a crowd sourcing website (not yet live) which was built and modified for me by a company in the states a while back while I was up in Irving, Dallas staying with family on holiday. The problem is the code is very unorganised, it's like html, js and php was thrown into a pot and viciously stirred. Although it works fine I know it would cause many issues as the website starts to grow and I'm someone who likes to be organised.
My solution to this is to start fresh and have my website developed using the php framework yii. Although my first choice would have been using the ruby framework ruby on rails, serious developers in that field are quite hard to find but if I do come across an interested ruby on rails developer I will gladly consider hiring.
How my website works
Employers can run “design contests” in a chosen category (logo design, stationery design, web design, advertising, graphic design, T-shirt design or even text writing contest.), choose how much they are willing to pay for a design, and how long the contest should last. Paid contest listing enhancements are available: hide contest from search engines (for private contests), blind (designers cannot see each other entries), bold listing title, highlighted listing title, and urgent. Depending on site settings, the Contest Holder may be required to run “Guaranteed Contest” by depositing contest prize money or can launch the design or writing contest without prepayment.
Once a contest is launched, Designers can submit their works. Email notification system, ratings, comments, and account management make contests more dynamic and fun for both Contest Holders and Designers. The Site Owner has full control of the site and an overview of site stats with a dashboard. The Site Owner can modify site settings, set fees, change templates, add or remove pages, categories and menus, as well as manage contests, users, comments and ratings, and generate payments to winners.
I would like various tweaks made through out the website. I would like to have as much control as possible through the admin panel with out having to go into the code. Things like be able to add and remove fields required when a user is registering, categories for job types. I would also like to add the ability to upload video and audio for contests and jobs rather than just photos and documents. User private messaging is required. I would also like to explore accepting payment methods like paypal, googlepay and others to give my users more options as well as a system that allows users to donate some of their budget to a chosen charity.

My aim is to give my users some more freedom and flexibility so I have gone over every feature on the website and decided what I would do/change to improve my users experience and also decided on features I could add on to my website to make it appeal to a larger audience.
Project management
We will keep track of the project using basecamp or a software similar to basecamp, maybe teambox or unfuddle? You can make some suggestions. I'm honestly looking for a free alternative as I'm trying to cut back on costs.
You must me proficient in:
PHP
Yii
MySQL
-- OR --
RUBY
RUBY ON RAILS
Have some experience in:
HTML, HTML5, XHTML
CSS, CSS3
JQUERY
as you'll be working with a temporary full design and may need to make very small tweaks to it.
and you must:
- have good communication skills.
- be a fast worker to meet tight deadlines.
- be an individual doing all the work, I prefer this.
- be available during agreed working hours.
- have GTalk/Skype for instant messaging or voice communication, don't mind which one.
My maximum budget for this is $2000
No upfront payment will be made but we will setup "tasks/to do list" on what ever project management software we end up using and set a price that will paid at the end of each milestone of the project.
Extra terms
I'm only interested in serious programmers with feedback/reviews, work they have fully completed with references for that work they can back up. It's best not to refer me to work that's not yours as that plan will most likely backfire.
Treat this like a real job in the physical world. If we are going to build a working relationship we have to value and respect each others time and keep our word. I'm the type of client who would like regular updates through out the day and enjoys answering questions to make my developers job easier. I like a developer that can keep a promise and also give me notice for when they'll be unavailable.
I would prefer to work with a UK developer as it makes many things so much easier but willing to consider working with developers abroad.
