Web site criteria
Firstly I need to explain the industry this is relevant to, and how in brief the way the industry works so that when I explain the Web site format it will be clear the purpose of the Web site.
It will be clear and simple by the time I have explained, but please make sure you have read this concisely and may be a second time to make sure you have comprehended the whole ideology.
THE INDUSTRY AND ITS WORKINGS
The web site is aimed at two types of companies.
I will call them Premium Members and Standard Members.
Premium Members are Suppliers, they include Plant and Machinery Hire companies, Builders Merchants, Concrete supply companies, Steel supply companies and Haulage Contractors either supplying stone or removing spoil (mud to the Lay person) from building sites. These companies supply to a select trade. (Civil Engineering Contractors)
Standard Members will be Civil Engineering Contractors. These companies supply a service to Building Contractors in which they construct Footings, lay drainage, pour concrete slabs, paving and kerbing as a few examples.
In the Building industry a Civil Engineer will be contracted to carry out a project in which they will provide their own labour, they will hire in plant and purchase materials from the suppliers (Premium Members) to carry out their objective (Contract requirements)
During trading a Civil Engineer will be working for more than one Building Contractor on various projects and therefore purchase and hire lots of stuff all the time and accrue very large debts from one month to the next with these suppliers (Premium Members), these debts are to be paid on a thirty day basis after the month end the items were either hired or purchased.
The problem is and in particular with the recession that Civil Engineering Companies are quite a volatile breed that can easily go bust and end up owing the suppliers huge amounts of money, which the suppliers never see. So the idea is to produce a web site that shows data on bad debts owed to these Suppliers (Premium Members). This in turn will help the Supplier to get paid quicker and also know whether a Civil Engineer is struggling if the Civil Engineer approaches a supplier for services.
THE WEB SITE
I would like you to consider that you are in control of a credit control department of a supplier let’s say a Concrete Supplier. In December 2008 a Civil Engineer purchased off you £10,000 worth of concrete. You will Invoice this company at the end of December, and will expect them to pay you no later than the end of January 2009.
On the 1st of February when you know he hasn’t paid you this sum is now a bad debt. It’s not a very bad as it’s only one day overdue, but as is typical it could take weeks before you get paid, and even more weeks could go by if you are fobbed off if the Civil Engineer is struggling financially. (Unfortunately you don’t know how he is doing or whether he is solvent).
This is where the web site comes in. As a Supplier you can access this website as a Premium Member (Passworded). Within the site is a list (database) of Civil Engineers. The company on there that owes you money may be listed (An initial list of Civil Engineers will be implemented on the web site at building stage of the site) (I’ll come to numbers later) If not you can add this company as a permanent fixture for future use. Let’s assume he is on there. You click on his name and up comes a page relevant to debts he owes. On the page there is a button to click that asks if you wish to record a debt you click add the sum owed and date it was due. Then by clicking again you update this Civil Engineers page recording your debt. Also on this page will be other records of bad debts from other Premium Members that have recorded against this company as well. (Believe me there will be plenty)
You will see a list of bad debts recorded by other Premium Members, you will not be able to see who the other Premium Members are, as this info is not relevant (and is confidential), just as much that other Premium Members cannot see your name, what will be available is a “community” of companies talking to each other about any particular Civil Engineer in data mode. Almost like a name and shame web site, but with confidentiality.
But what will be clear is that although you have recorded your debt of £10,000.00 there are other debts there that accumulate to maybe £150,000.00 now you have a clearer picture of this Civil Engineer.
Just to clarify this info is legal to show, as Data Protection does not cover limited companies. Although some Civil Engineers are not limited these companies will be difficult to report on. However to give you a scale, I live near Bristol. In the Bristol area there are approx 30 to 40 potential Premium Members, and about 200 to 400 Civil Engineers. So my intentions is focus locally in one area then expand nationally.
Now to the Standard Member. (These being the Civil Engineers). They can also join the web site however there access is limited only to their name on the database. They can click on their name (by password), and will be able to see the debts that have been recorded against them. They will be able to see the companies who have recorded these debts, as it is relevant to them. The point is that these Civil Engineers can now see that the suppliers are “talking” to each other, and that is not helpful because it means now they have to give the impression that they are good payers, and in turn will be encouraged to pay the Premium Members more diligently. The idea being that once the debt is paid the debt is cleared by the Premium Member. If all debts paid then the Civil Engineers debts will show as nil and that would indicate either he is safe financially or he is paying the Premium Members, and delaying paying Suppliers who are not yet on the web site as Premium Members.
A few points.
Initially I am limited on funds (I do have some), so need to make this web site user friendly with a minimum outlay, but build as time goes by (quickly).
I have the interest of the Premium Members. The Standard Members no nothing yet. But once they hear they will join in their droves.
I have the idea and contacts and the man power to build this nationally on the basis of income generated by the website as it grows, but am looking to set up cost effectively initially and build over a few months to maximise on potential national interest.
There are a few other add-ons and ideas to incorporate within this website, such as when a debt is recorded an email will be sent direct to the Civil Engineer, as well as when a debt is cleared.
Also will be looking to produce database of Premium Members and also saved pages for Premium Members. Let us assume that this is national, there could be thousands of civil Engineers recorded on this website nationally, but only a handful would be relevant to a supplier so would need to “save” names relevant to them to a “My page”
I am looking for someone preferably near Bristol/Bath but not essential. Must have worldly experience in web design and be able to provide all aspects of making this website work.
