Video Editing in a Youtube style video

Every week, we provide our clients with an up to 1 minute presenter video currently with white and green screen.
We would like an video editor to "jazz" these videos up, using text overlayers, image overlays, cut the video with different images etc to make them more interesting and entertaining.

We have tried a couple of people out but haven't found the right person we can rely on to complete the volume of videos we need editing.

We're looking for someone that will be able to do something similar for an affordable amount each video, can turn them around pretty quickly and can be relied on to 2 videos a week.

Budget is around £60 per video.
