Remove wind noise from a video

I have a 60 minute video of someone coaching a running session outside. It was taken on a windy day and the wind noise is overpowering the voice of the coach. It needs to be submitted as part of an assessment so needs the wind noise being removed and the coach's voice being enhanced. If getting it to an acceptable quality is not possible then it would need to be retaken. I would like someone to honestly tell me if it can be enhanced to meet the purpose. Attached is the opening 10 seconds to give you an idea of the quality.
