I am looking for someone to turn a custom illustration into a 1-2 min video

I have posted this before but I don't seem to be getting anyone who is not using a template. I would like a 1-2 minute video making a custom illustration into a 1-2 minute video. I have the script. I need several of these videos but I require a price for one at the moment, please. Must be ready within the next couple of weeks to embed into our homepage which is going live at the end of March.

Mouth moving
Cartoon moving (not a lot)
HD quality
American voiceover

Please do not reply if you are using a template. I am not suppling a budget as there seems to be a wide variation.
