Editing video in funny manner

I need to edit 1:52 minutes video in a funny manner. It is roadside interview video in which someone talks funny about the cause and solving the issue of rape. I need to to add some effect, some funny background music and at the climax point adding googles, cap etc to the person talking about rape.
It could be a regular job for perfect candidate.
