Edit detail in video frames

I need someone who can edit a persons arms in a very short video. The arms have tatoos and I want them removed or make the short sleeve shirt into a long sleeve.

Its 3 individual sections, 60fps video, total of 5 seconds.
I understand that its possible to edit one frame and run the edit tracking the section through the rest of the frames.
The video is for facebook/instagram promotion.
