A short animated clip in-keeping with an illustration style

Hello - I am working for an HIV charity and we have created a digital product to help people share tailored information about HIV with different types of contact (work, friends, sexual partners, family, etc)
The product is quite innovative and we were hoping to create video to explain what it can do, however there is limited budget.
The brief will be to create a 1 minute 12 second video with lively, engaging animation in the style of the illustrations that are used in the tool (samples attached). A voice over soundtrack will be provided, which is already ready - it is a person living with HIV explaining some of the problems they have faced and why the product is useful. The animation will respond to the voice over (which is why the timing is already specific)
Logos, colour palettes, illustrations and other visual assets can be supplied as well as the soundtrack, however a couple of additional illustrations will be required, as well as the animation of some text - I don't think the entire clip can be produced relying only on what we already have.
I am not sure what is achievable with the budget - this is not exactly a full brief, it is more that I am hoping to attract bids from animators/video editors who will be able to help and give me an idea of what is possible. If this sounds like a viable project within budget we can agree on a fuller and more detailed brief - I can send over the script and some suggestions.
