Remove flickering in video using after effects

I have a wedding video raw clip which was recorded at a different shutter speed than the frequency of the lights inside the room. The clip is 90s long but I only require around 7-10s of the clip if this will save on cost. I would like the flickering lights to be static or willing to consider them being completely turned off (if this is easier), everything else should remain sharp and not blurry at all (including the candles).

Davinci Resolve and Premier Pro, along with deflickering plugins have so far failed to remove it. It was shot using a Sony FS7 in 1080p. I have read that it could be removed in after effects.

Please note that two different people have tried to remove in Davinci Resolve and it didn't work, so I am now only considering after effects. The file is 1.5GB so I will send by WeTransfer once we have started a discussion.
