Remove logo from jpg image in two places

I have a client who needs two logo's removed urgently from a .jpg graphic. Attached are two screen shots of what needs editing. I will send the full jpg file on the accepted proposal.

Please note, there is no layered graphic so please don't ask for it. We only have a .jpg.

It needs to look as close as possible to what's there already, note the building on the transparent background behind the white box where the SIA logo is. The white box and SIA text needs to be removed.
