Re-touch a photo of a photo to make it look like the original

I have a photograph (attached) of an old photograph that has been lost. I need the photograph to be retouched, with flash glare etc removed to make the copy look as close to the original as possible. The old photograph that has been lost is decades old and it is imperative that the retouched version looks as much like the original as possible. I either need a digital version which I can get printed myself or, preferably, if someone can have the new version printed out into a believable 'old style' photo I am willing to pay more. I hope someone can help
