I need a picture photoshopped / edited

Hi,

I have a picture, and it needs the below:

1) Completely take out the flash captured in the eyes (i.e. the white light showing in the dark part of both eyes)
2) The end result should be natural and clear
3) The photo should not loose its quality, size or sharpness once point 1 and 2 above are fixed.

This is not a massive job, and I could have done it myself in 5-10 minutes, but I don't have the time.

The maximum price I am paying for this is between $5 to $10.
