Create a 3D data file from a 2D image

I am looking for someone who can create a 3D data / drawing file (to be used for reproducing e.g. creating a mould or 3D printing) from a 2D image. I can give approximate dimensions of how it is to be scaled but ultimately the creation of the 3D option would need to be 'from scratch.'

These would be animal busts, as per the example - see attached 3 images. Two images are of a stag bust that I already have, and I have shown the approximate dimensions. The 3rd image (Bulldog) is a bust that I would like to create, to the same overall height as the stag, with the same cut-in torso section, and square pedestal detail (all one piece).

Obviously this may need to use some online research / content to get the 3D proportions of the bulldog correctly.

I have more animals to create if this one goes well! :) Look forward to comments before I proceed with selecting a freelancer.
