Create a short, funny Facebook ad/reel from real seagull footage

I'm looking for a creative video editor to make a short Facebook/Instagram advert for my darkly funny Cornish seaside novella, The Art of Stealing Chips in the Mizzle.
I have two genuine vertical iPhone videos that I shot in Cornwall.
In the first, a seagull is sitting half-asleep on a chimney while clouds of steam pour up around him. He looks as though he's having a sauna.
In the second, the steam has stopped and he's preening his feathers. At one point he looks down towards the chimney.
The basic joke/voiceover is:
“It's important to take a little time for yourself.”
“Relax. Unwind.”
Cut to preening gull
“Calm those ruffled feathers.”
He looks down
“More steam, please.”
Then we reveal the book.
I'm looking for something dry, understated and beautifully timed, probably around 20–30 seconds. Peaceful spa-style music, a natural deadpan British voice and restrained captions. I don't want a flashy TikTok-style edit — the real footage and the absurdity of the situation should do most of the work.
Voiceover and commercially licensed music need to be included. I'm open to a very good AI voice if appropriate.
At this stage I'm mainly looking for the right person rather than the cheapest quotation.

Please also give me an approximate price for producing the finished advert.
