Audio Editing - Remove Background Noise - Increase Volume of Spoken Dialogue

Description
I need to have the dialogue volume increased substantially so that the children's voices can be heard instead of being drowned out by the background noise.
I can provide the original file which is an MP3 and is about 25.4 MB in size.
NOTE: The sample I provided is just under 5 MB in size about 1/5 of the total file size due to the 5 MB upload restrictions for this website when posting a job.
Please take the section of the recording from: 9:56 to 10:56 to show me what you can do with my daughter's voice and the woman's voice and the removal of background noise. This represents one of the worst places in the 55 min. recording and will allow me to be clear what type of work I can expect for the complete recording.
So the dialogue, especially that of my 9 year old daughter, has to be heard clearly as well as the woman she was talking to as the woman keeps dropping her voice while talking to my daughter.
The details on the recording are below:
I hope I have covered everything you asked for:
1) The MP3 was recorded on a Panasonic RR-US551
2) The MP3 recording is 55:30 Mins. in length
3) Section 1 of the recording from 0 min to 6:56 with my 11 year old daughter was recorded at 12-15 feet from the recorder behind a 3 foot high wall for a railing which my daughters room were behind.
4) Section 2 of the recording started at 6:57 to 31:46 and was between my 9 year old daughter and the woman at a distance from the recorder of 9-12 feet max. behind a 3 foot wall for a railing.
5) Section 3 the last section started at 31:47 until the end of the recording and was recorded between myself and the woman at about 15 feet from the recorder in a completely open area.
6) You will hear a constant background noise and other noises.
7) The other noise starting at 10:00 mins. and ending at 17:25 is the blower motor on the furnace which was a 2 stage Lennox furnace.
8) The rest of the noise in me clearing my throat and walking around with my boots on - not thinking about the noise I was making that has covered up the important other voices I was trying to record.

Is an MP3 ALL you have for an original file?!?!
MP3 is virtually the worst type of audio file there is (quality wise)... and converting an MP3 to WAV (other high definition audio file) at this point is like throwing sugar on a turd.Stephen M.03 Sep 2018Hello Andy,
The MP# format is the original format that was recorded in the solid state handheld recorder.
