Assume 3month contract for RICS surveyor who has experience in the below key areas (need previous project experience):
Stock condition survey for one of the smaller Housing associations in West London. Their stock is 500 properties.
Please find the following information as some background:
• The HA needs 121 dwellings to be assessed as part of the housing stock condition survey
• The survey will collect:
o Information on existing property condition and predicted repair
o Compliance or variation from the Decent Homes Standard (DHS)
o Data to calculate the thermal performance of the dwellings
o Assessment data to establish the dwellings rating under the Housing Health and Safety Rating System(HHSRS)
o An assessment of the internal common parts in compliance with the Fire Safety Order 2005
o A visual inspection for the location of any asbestos containing materials are they encapsulated if not risk and update in database
o An assessment of the common parts and grounds in accordance with the disability discrimination legislation
• The most recent survey was completed in 2004 and the data from the new survey shall be in the same form so as to be compatible with the existing data (word and excel)
• The survey data will be used to forecast the HA’s long term maintenance costs, and develop programmes of Planned Preventative Maintenance, Capital Works and compliance to the governments decent homes programme.
• It is expected that the survey will be completed by the end of jan 2012
• The surveys will inspect internally and externally and identify target areas for further stock investment action.
• The survey shall prioritise the work required to building elements and sub-elements according to the following intervals: years 1-10: annually and years 11-30: five yearly. (the database will be costed and disaggregated for years one to ten to permit the generation of annua; business plans and investment programmes which combine works in economic manner.
• Internal surveys to include conditions of kitchens and bathrooms, types of heating and number of thermostatic valves, issues with the decent homes standard and M&E visual assessment. Energy survey to NHER enhanced level 1.
• Weekly reports required on progress.
• The surveys will provide a summary analysis of information in the following form:
o Property by age and type and construction type
o Condition by age and type
o Energy efficiency by age and type
o Energy improvement costs by age and type
o Decent homes and HHSRS compliance by age and type
o Works and costs needed to maintain the decent homes standard and the HHSRS by property age and type
o Improvement works costs and types by age and type
o Cyclical works e.g external decoration
o Planned preventative maintenance
