Dispute with Planning enforcement & Investigations Manager

I have an issue with an enforcement officer. I made a complaint to the council after my neighbour raised a platform at the back of his garden (without permission) by around 95cm thus ending in our kitchen (where we spend most of our time) being overlooked.
The planning officer wrote back to me (after a sight inspection) saying that the garden level did not increase by more than 1m. I called him & he explained that my neighbour did what is called an 'engineering operation'. Whilst i am not technical i feel this is hogwash since both our gardens are sloping (the same way) and we too created levels to our gardens. The only difference is that we kept the same level & our neighbour ( so that he achieves a sea view) raised his garden. We feel that our property is now exposed and it is not something we are happy with.
I wrote back to the planning officer explaining my concern (copy attached) and attaching some photos (before & after) and have not heard anything despite reminders & chasers both by phone & letter. I feel he is simply ignoring me hoping that i'll give up?! Copy of correspondence attached.
What i would like is
a) advice of my options
b) how can i get the planning officer to respond to my letters
c) is this something i just have to live with or do i have a feasible argument
