Turn typography elements into vector ready for t-shirt print

I have drawn up a simple typography based t-shirt design that I require to be digitized/vectored (preferably in Illustrator) so I am able to send it over to the printing company to be created. The drawing is a draft and should be used as a reference, not looking for someone to live trace this.

I'm preferably looking for someone who is able to add their artistic talents onto the design and improve it to be better.

I already have the heart in the centre as a vector and that will be supplied on winning the job.
