WordPress email scheduler plugin

We have created a WordPress website, we need to create a simple custom post type for our staff which contains basic personal data and some qualifications they hold (probably no more than 6 qualifications per employee)

We need a plugin to be be created that queries the database once a day and if any of the users qualifications are going to expire in 3 months, they get sent an email to remind them to renew, on the day that their qualification expires (if they haven't renewed) we need to send a 2nd email.

We would like to be able to edit an email template for each of the two reminders.
We need to be able to add a list of possible qualifications and assign these to each staff member along with the expiry date of each qualification.
