Wordpress Developer for small site issues

I'm looking for someone that can add an opt-in form to my homepage. An example of this is attached as image. It needs to be fixed since both the image behind it as well as this opt-in box are both too large and taking up too much screen real estate.

I also need someone to fix the large empty spaces that are taking too much screen real estate in between comments in blogs, on blog page, and basically throughout the site. I attached some pictures.

I am also looking for someone to make updates correctly on my site which someone brought to my attention.
