Wordpress Customizations project for Chloe G

1) Change the way the footer appears on mobile. See attachment 1. I'd greatly prefer if the layout was cleaner, something like the New Yorker handles it (see image 2).

2) On our submissions page we have a cool banner that describes our submissions process (see image 3). You can see how it looks on our live site right now here: https://apex-magazine.com/submission-guidelines/. I've not been able to figure out how to replicate the layout.
