Website Update UI/UX/Design

I had a website built for me using Angular. The site has a landing page and a user profile page. The developer did a good job incorporating the requirements of the site, which allows users to make criteria selections and return a table of results with a top-ranked choice for the user. The developer is currently building the mobile apps. I'm looking for someone with the ability to 1) identify what can be done to make the site look professional, 2) suggest other aesthetic improvements, 3) build an outline of improvements and quickly check with the developer on the impacts of those changes, and 4) make those improvements.

I'll share the site with a select group of respondents for further evaluation. For responses, I'm looking for these items 1) How would you approach evaluating the site / What are you looking for? 2) How do we communicate regarding progress 3) How soon do you think you'll be able to start? and 4) I can be flexible on my budget for the right person, so let me know if my budget is too high or too low. We can also refine after seeing the site.
